Technology is rarely the hardest part of public safety GIS. The real challenge is alignment—across agencies, disciplines, and leadership levels. At the OCFA, efforts to improve preplans and mapping evolved into a broader governance framework focused on standardization, collaboration, and operational simplicity. We'll highlight how we built shared ownership, formalized data governance, and kept the product simple enough to be trusted in high‑stress environments. The goal is not just better maps, but a sustainable model for shared public safety intelligence others can adapt.

After a major arson incident, investigators conducted a large-scale video canvass to identify the suspect’s ingress/egress routes. Coordinating officers and tracking hundreds of camera locations posed significant challenges. Using ArcGIS Field Maps, ArcGIS Dashboards, and web maps, a real-time workflow enabled officers to document locations, capture results, and share updates instantly. The system provided a live operational picture of progress and coverage, helping reconstruct the suspect’s movement and demonstrating how GIS transforms complex investigations into coordinated, data-driven operations.

The Baltimore Police Department used a data-driven approach to develop new district, sector and post level geographies that balances workload while keeping neighborhoods together. The result is a more equitable distribution of policing resources across the city.
