Planning strategies based in real time data during environmental Emergencies requires to have foundations in GIS technologies and platforms. Crisis management and monitorization should support an effective response. Our main goals were improving and understand immediate needs, define priorities, and build strategies based in accurate geospatial data to take effective actions and decisions. A multi-talent expert team were assigned to sum all experiences and knowledge to build a customized GIS platform to integrate and collect data-information from field to support data-driven analysis and prepare strategies. The way about GIS tools & technologies can contribute for making real time data-based plans have become a pillar to stablish daily, medium- and long-term activities to mitigate the environmental hazards and control oil spill effects. Emergency response team needs a system to integrate several sources of data that includes data collected in field, predicted impact models, sensitive environmental maps, natural reserves and wildlife locations to prevent life and assets damages. All of these tools have been using “agile” methodologies.
The Arctic is undergoing rapid environmental and social changes. As human activity increases in the region, so does the risk of oil spills. Besides the major environmental and social impact on vulnerable human communities and animal species, the harsh conditions in the region can make oil spill response extremely difficult. To improve oil spill response in the Arctic marine environment, the Arctic Council conducted a study of oil spill response viability for the circumpolar North. The study helped to better understand the potential for different oil spill response systems to operate in the Arctic marine environment. The Circumpolar Oil Spill Response Viability Analysis (COSRVA) web tool was developed to present the results and uses data from ocean and climate models that enables oil spill responders to work more accurately and efficiently. COSRVA support a transparent and constructive dialogue among Arctic stakeholders on the topics of emergency and oil spill response and enables a science-based foundation for understanding the main challenges.
